I think you are both accurate in your observations.  Hegemony, conformity, predetermined expectations etc.
Clothes are so prevalent!  Wish they were rarer! :D

In France some things are forbidden. In Germany some things are permitted.
Which country would you rather live in?

Germany! I've even lived there. Ironically, Germany is where nudism as we know it originated.

But France isn't bad either. Better than the U.K. Haven't been to Tuscany, though. Not so crazy about where I live now (Virginia) but don't like the idea of moving again. I've been to Oklahoma, too. The differences between one place and another are minimal, allowing for the weather. You're the same person anywhere you live.

Good question.   In many places its not illegal to be naked, but its not legal either.   Laws are written to be clear as mud and police arrest people who dare do what appears to be legal.
