Because if she had her clothes on they’d get wet and she’d have to take them off.

Maybe, she fell in and her wet clothing is already hanging up on a bush, frozen stiff.

I wonder if she is preparing to swim in those freezing-looking waters?  Hope so! That would mean she is an experienced wild swimmer. Like the awesome Natasha Brooks. But... somehow.... and sorry to be judgmental, but...somehow she just doesn't look the type! :D
