HE said SHE said is always a consideration in any decision to press charges or not, around here. One witness isn't enough, unless the officer wants to mess with someone. Sometimes this is an excuse for the cop to do nothing, figuring that it couldn't hold in court anyway.
Even without a witness the police will abuse this. If a cop doesn't like something and there is no law, I've known them to look through their little pocket book of law and admitting that, "But, I'll find something,"
and slam a charge that might, maybe, well isn't d supposed to apply to this, but....
In addition, in further abuse of power, a ticket will be given, a charge placed on the docket that the cops word against the citizen. Then, when it is time for court the officer doesn't show up and then sham is dropped. In the meantime the cop has been the judge jury and executioner, because the victim the defendant, has spent many hours in worry, anger or concern, thousands in attorney fees in preparation and now has an arrest record, which is also on the internet, irretrievable.

This is a possibility that anyone might fall victim to. It is a possibility for anyone of us in concern of abuse of the intent of any nudity law. Cops enjoy their power, some way too much. These should not be in uniform.
