Well, I suppose that the proper thing to do would be to turn themselves in for being voyeurs. Wouldn't expect them to do that would we?

It doesn’t seem to be something you are interested in but if it’s the same person repeatedly, you might want to take notice.

We had issues with a ‘neighbor’ that complained about our dog barking. After the 1st time we began to pay attention and after more complaints realized the annoying dog wasn’t ours. We told the officer that the next time he came by to pass along that bit of info and our request for arbitration, we wanted to speak to them face to face. We never got another complaint.
